The solutions:
1. Implementation of an education system that prioritizes the establishment of good moral character. What we mean here is how an educational institution prefers the establishment of good moral character rather than intelligence. Because intelligence is not always ensure people can have a good attitude in life.
2. The penalties can be firm and not negotiable. in other words, the penalty for corruption should really have an impact for the perpetrators. It was intended to mean in order to create a deterrent effect for the offender.
3. Spiritual education. Not only for certain people, but to the people of religion in general. This is done to aware to everyone that any action will be rewarded in this world someday Hereafter.
